Kanté qui a fait de son sous fifre, Alioune Fall, le nouveau secrétaire général pour un poste réservé aux magistrats, cadres de l’Ige et autres hauts cadres.
Ainsi, avec la nomination de M. Fall, le port ne pouvait devenir que ce qu’il est devenu. Ce dernier a été pendant les 5 ans de direction de son mentor, le vrai patron du port, assumant l’intérim de Cheikh Kanté, constamment en voyage aux frais de la boîte et occupant le poste très stratégique de responsable de la cellule des marchés. Pendant ce temps, le commandant du port est curieusement relégué et confiné dans de petits rôles. Une confusion que le même Dg a voulu atténuer en nommant à côté d’Alioune Fall, Omar Diagne Thiam. Ce repris de justice qui a été envoyé en prison en même temps que Bara Sady pour malversations, a été nommé au port pour servir de conseiller fourre-tout au Dg et au Sg. Ainsi, avec le DRH Yaya Sarr, le port a vécu 5 ans d’enfer, fait de népotisme, de gabegie sur fond de gestion clanique de la boîte qui s’est rétrogradée du rang de 1er à celui de 4ème port d’Afrique de l’ouest. Pendant les 5 ans de cette gestion calamiteuse – le Sénégal a intérêt à ce que ça ne reproduit plus nulle part dans le pays- les effectifs ont triplé. Le premier problème du nouveau Dg risque d’être le paiement des salaires à un personnel pléthorique, doté de privilèges salariaux injustifiables. De nos investigations, nous avons pu découvrir que les problèmes du port ne peuvent pas trouver de solution sous cette situation de congestion qui l’étouffe et qui cause d’énormes pertes aux entreprises locales portuaires. Les concessions sont également un autre problème à régler et qui ont été gérées de sorte que le port, jadis, citée comme une structure de souveraineté pour le Sénégal, est sous la coupe des multinationales qui y dictent leur loi.
Si tout cela est mis en exergue, c’est pour servir de feuille de route au niveau Dg qui hérite un port baignant dans des difficultés qui vont crescendo, avec des finances en agonie, des grincements de dents et tensions en couveuse… En raison de l’attitude du directeur sortant dont la gestion frise l’inconscience professionnelle, le copinage et le népotisme étaient devenus monnaie courante au port. Une situation symptomatique d’une gestion catastrophique qui doit être évitée à tout prix si on ne veut pas que le port coule pour de bon.
