“Cette affaire est simple. Nous avons été Maire en 2009 et nous avons essayé de créer les conditions d’une gestion transparente et efficace de la ville, de manière participative et inclusive, avec tout le Conseil municipal et avec les Dakarois. C’est la raison pour laquelle nous nous sommes interdits de faire des choses anormales. Cette accusation est gênante, surtout quand elle concerne des fonds pour lesquels tous les Sénégalais et la classe politique ont connaissance. En 2010, j’ai sollicité l’avis d’Abdoulaye Wade, en 2012, Macky Sall m’en a parlé et l’a sollicité”, a-t-il expliqué à la barre.
Khalifa a aussi parlé des pièces justificatives des décaissements effectués sur la Caisse. Mais c’est pour dire que “tout ce qui a été demandé est réglé en espèces. Il en est de même pour les autres manifestations, notamment la célébration du 4 avril et les visites de chefs d’État étrangers. La nature juridique des fonds politiques demande de la discrétion, c’est-à-dire de ne pas justifier les décaissements”, a clairement dit le Maire de Dakar.
