Le journal « Libération » dans sa parution de ce jeudi 4 janvier révèle qu’une déclaration de soupçon a été transmise à la Cellule nationale de traitement des informations financières (CENTIF) dans le cadre de l’affaire Massata Diack. Une dénonciation tardive qui cache les manœuvres d’une banque visée par des vérifications du parquet national financier de Paris.
La Centif a été saisie d’une déclaration de soupçon qui vise directement le fils de Lamine Diack. Une démarche pour le moins troublante. A l’origine, des sources du journal renseignent que le signalement émanerait d’une banque qui cherche à se couvrir après avoir failli.
En effet, le parquet national financier de Paris a appris que plus d’un million d’euros ont été virés dans le compte de Massata Diack logé dans cette banque sans qu’elle ne daigne faire une déclaration de soupçon à l’époque. C’est parce, poursuit le journal, «la banque sait que les autorités judiciaires françaises l’ont dans le collimateur .La banque cherche à se couvrir d’autant qu’une enquête préliminaire a été ouverte ».
Ainsi, dans le cadre de l’enquête sur les soupçons de corruption à Rio, les enquêteurs brésiliens et français ont découvert que Matlock Capital Group qui appartient à Arthur Cesar de Menezes Soares Filho qui est visé par un mandat d’arrêt international avait versé trois jours avant le vote attribuant les Jeux olympiques à Rio la somme de 1,5 million de dollars à une société appartenant à Papa Massata Diack. Alors que celui-ci clame la régularité de cette opération, le parquet national financier l’assimile à un bakchich.
Une note transmise par les enquêteurs français à ceux de Rio dans le cadre d’une commission rogatoire révèle qu’en fait Matlock a tenté́ de transférer deux millions de dollars d’un compte qu’il détenait dans les Iles Vierges britanniques à un compte d’une banque contrôlée par Papa Massata Diack, selon les documents.
