Diplômé de l’Ecole Supérieure d’Informatique Electronique et Automatique de Paris, Cheikh Bakhoum a débuté sa carrière en 2007 chez Accenture, un cabinet américain spécialisé en conseil et en technologies. Accenture est d’ailleurs considérée comme la plus grande entreprise de conseil dans le monde. Deux ans plus tard, il fait le choix de rentrer au pays pour créer sa propre société de service en ingénierie informatique : Zelion Technology Solutions. Ce pari n’aura duré que trois ans (2009-2012) avant qu’il ne se fasse copter par M. Macky Sall qui vient d’être élu comme Président de la République du Sénégal en 2012. Il intègre le cabinet du Président de la République en tant que conseiller technique et chef du Service Informatique de la Présidence. Puis en 2014, il a été nommé Directeur Général de l’Agence De l’Informatique de l’Etat. Une sorte de DSI de l’Etat dont la principale mission consiste à organiser la transformation numérique de l’administration. Un rôle éminemment important allant de la dématérialisation des procédures administratives au développement des services numériques à destination du citoyen, en passant par la mutualisation des ressources de l’Etat.
