Aboubacar Sedikh Bèye ne veut plus de l’anarchie au Port autonome de Dakar (PAD). Le successeur de Cheikh Kanté à la tête de cette institution veut un nouveau départ. ‘’L’année 2018 sera marquée par des efforts centrés sur la vision d’un port moteur du Plan Sénégal Emergent (Pse). Le Port rencontre des contraintes majeures liées à la congestion qui affecte sa compétitivité mais aussi, aux difficultés financières qui plombent les investissements des structures dont il a besoin pour améliorer sa productivité’’, a indiqué le nouveau patron du PAD, hier à l’occasion d’une visite de chantiers dans les locaux de l’institution.
L’ancien directeur général de l’Agence nationale de la statistique et de la démographie (Ansd) a mis en place le plan de travail articulé autour de cinq priorités. Il s’agit d’abord de la congestion. M. Bèye veut se concentrer sur la compétitivité du port mais aussi, celui du fret retour. ‘’A peu près 73% des conteneurs repartent vides. Nous allons mettre beaucoup de ressources à la direction commerciale, près de 250 millions de francs CFA pour travailler avec les agents du port qui sont dans la promotion des exportations, mais aussi avec les chargeurs et tout ce qui tourne autour de l’export pour le booster’’, a expliqué M. Bèye.
En réalité, la congestion du port de Dakar est de ‘’plus en plus préoccupante’’, selon son Dg. Car elle affecte ‘’sérieusement’’ le fonctionnement des opérations portuaires et ‘’freine’’ sa compétitivité. ‘’On assiste à un flux important de camions qui tournent autour de 1 500 pour le terminal à conteneurs. Aujourd’hui, les navires peuvent rester 15 à 30 jours en rade, parce qu’ils ne peuvent pas rentrer dans le port. Cela se traduit en une perte sèche de l’économie nationale’’, a souligné l’ex-Dg de l’Ansd. En fait, un navire qui reste en rade un jour, c’est 15 à 20 000 dollars environ (10 millions de francs CFA). ‘’C’est énorme pour les entreprises qui font venir des bateaux. C’est des millions de dollars qui sont perdus par l’économie nationale. Ce qui veut dire quelque part que c’est le port qui est un goulot d’étranglement, une source d’inefficacité pour l’économie du pays. Donc, il nous faut travailler à réguler ce problème si on veut être un port moteur du PSE’’, reconnaît-il.
