Transparency International vient de publier, le mercredi 21 février, son édition 2018 de l’Indice de perception de la corruption (IPC). Bien que le fléau continue de gangrener les économies africaines, le rapport qui se base sur les données de l’année 2017 met en lumière quelques signes positifs qui vont dans le sens d’une prise en compte réelle de l’ampleur du phénomène sur le Continent et des moyens mis en œuvre pour freiner son expansion. Au-delà du classement, le défi pour les pays africains est de gagner la bataille contre la corruption. Un chantier qui nécessite de l’engagement politique et surtout du leadership.
Le rapport sur l’indice de perception de la corruption (IPC) de Transparency international, dont l’édition 2018 a été dévoilée ce mercredi à Berlin et dans plusieurs capitales africaines, a cette année une connotation particulière sur le Continent. L’année 2018 a été en effet placée sous le thème de la lutte contre la corruption par l’Union africaine (UA), lors du dernier sommet des chefs d’Etat et de gouvernement, qui s’est tenu fin janvier dernier à son siège d’Addis Abeba.
Lors de la présentation du rapport, les responsables de l’ONG internationale ont d’ailleurs fait cas de l’engagement des pays africains à combatte ce fléau qui a pris des proportions endémiques dans certains pays et qui peut s’appuyer sur l’importante base de données contenue dans le document pour accompagner la mise en œuvre de la stratégie continentale, confiée au président nigérian Muhammadu Buhari. «Alors que l’UA met en place son plan, c’est un moment important pour l’Afrique de faire le point sur la situation actuelle», estime le rapport qui a mis en évidence le fait qu’à certains égards, «l’IPC indique un avenir plus prometteur pour l’Afrique».

Le document cite en exemple les cas du Rwanda et du Cap-Vert où les résultats montrent que «la corruption est gérable avec des efforts soutenus». De même, le rapport a mis en évidence le fait que des investissements anti-corruption à long terme, comme en Côte d’Ivoire ou au Sénégal, «sont également en train de porter leurs fruits».
D’un autre côté cependant, le rapport relève que «s’attaquer à la corruption reste une tâche herculéenne pour certains pays». C’est le cas de ceux qui se trouvent en bas de l’indice, comme le Soudan du Sud et la Somalie, des pays fragiles et en crise politique et sécuritaire.
