Le fait que le préfet ait demandé la relecture du rapport de présentation de la ville de Dakar a outré Me Diouf. Il en déduit qu’il s’agit d’une «manipulation et d’un complot d’Etat».
«Les deniers ne sont publics, ce sont les deniers de la ville Dakar. Il appartient à la ville et non au tribunal de définir l’existence de préjudices subis. Le mis en cause ne peut pas représenter la ville de Dakar dans cette affaire. C’est Khalifa en tant que maire qui est poursuivi et non l’institution», croit savoir l’avocat. Ce dernier pense qu’il incombe au préfet de saisir la Cour suprême pour constater le non-respect supposé de la relecture du rapport mentionné plus haut.
