Des bizarreries entoureraient l’attribution par l’Apix du marché de «Sélection d’une agence chargée de la communication du Fonds à frais partagés». La procédure d’attribution du marché est tachée d’irrégularités.
Deux soumissionnaires étaient en compétition. Leurs offres : 132 millions 760 mille francs Cfa pour l’un et, pour l’autre, 197 millions 52 mille 920 francs Cfa. Étant la moins chère, la première offre devait passer. Mais surprise, la deuxième est retenue.
C’est que dans le procès-verbal de la séance de dépouillement des offres, remis aux intéressés. 48 heures après l’attribution du marché, l’offre la plus chère aurait été corrigée et portée à 110 millions 275 mille 720 francs Cfa. Ce qui élimine la concurrence.
