Elles sont utilisées pour l’amélioration de ses conditions de vie. L’exploitation et la gestion des ressources naturelles doivent se faire dans la transparence et de façon à générer une croissance économique, à promouvoir le bien-être de la population en général et à être écologiquement durables ».
