Au Tchad, les travaux du forum national inclusif sur la réforme des institutions se sont achevés mardi soir 27 mars. Une réunion à l’initiative du gouvernement, mais boycottée par l’opposition qui appelait plutôt à un dialogue national inclusif. Le millier de participants à la réunion a proposé que la 4e République vers laquelle s’achemine le Tchad soit un régime présidentiel intégral, que les 23 régions soient transformées en provinces. L’une des plus importantes décisions concerne la nouvelle carte administrative présentée par le rapporteur général du présidium, Djimet Arabi : « Le maintien d’un Etat unitaire fortement décentralisé, avec deux niveaux de collectivités décentralisées, à savoir les provinces et les communes, et deux unités administratives, à savoir les provinces et les départements, la fixation du nombre de provinces à 17. »
Le poste de Premier ministre qui n’était pas soumis à examen initialement est supprimé, il n’y aura pas de vice-présidence non plus. La 4e République sera marquée par un régime présidentiel intégral avec un président qui sera élu pour un mandat de six ans, renouvelable une seule fois à partir de 2021.
