AG De L’ACNOA À Prague, Le 3 Novembre 2017 ​ L’AG Qui Peut Renverser L’ACNOA

Le Président Palenfo va faire face à la contestation à l’occasion de l’Assemblée Générale de l’ACNOA (l’Association des Comités Nationaux Olympiques d’Afrique) le 3 novembre à Prague. Une élection contestée à Djibouti en mai dernier, ajoutée à de nombreuses affaires, pourraient valoir une AG houleuse au pouvoir en place.

Au tout premier rang se pose le problème de la légitimité du Général Palenfo, réélu le 10 mai 2017 par défaut, faute de candidat suite au forfait imposé à son challenger, le colonel Kalkaba Hamad Malboum. Celui-ci a déposé un recours devant le TAS. Et Madame Aicha Garad Ali, Présidente du Comité National Olympique de Djibouti, est le chef de file de la contestation et entend revenir sur cette élection devant l’AG.

La nomination de Mr.Mustapha Berraf à la Présidence du Comité d’éthique de l’ACNOA, en août dernier, sera aussi l’un des points chauds de cette Assemblée Générale en République Tchèque. En plus d’un mode de désignation opaque, Mr.Berraf n’apparaît pas particulièrement le mieux placé pour ce poste symbolique. Le Président du Comité Olympique Algérien est, en effet, sous le coup d’une procédure judiciaire devant le Tribunal correctionnel de Paris, pour propos mensongers à l’égard de Mr.Alain Barbier dans le cadre de l’Africa Village des JO de Londres 2012.

Ce dernier dossier pourrait d’ailleurs rebondir prochainement. Par les temps qui courent (affaire Nuzman, Président de RIO 2016 aujourd’hui en prison, et bien d’autres…), une disparition d’argent au sein du mouvement olympique fait mauvais genre. Contrairement aux affirmations du Président Palenfo, l’ACNOA a déjà perdu plusieurs actions en Justice contre Pixcom Cmc et son dirigeant Mr.Barbier. En première instance par décision de Justice le 20 juin 2014. Et encore en appel le 29 septembre 2016. Quant au nouveau « Mr.Ethique » de l’ACNOA, Mr Berraf, il a également perdu, sur son « terrain », devant le Tribunal d’Alger le 18 décembre 2016.

Face aux revers judiciaires de l’ACNOA, le Président Palenfo avait demandé à entamer un « processus de négociation » pour en finir avec cette affaire de l’Africa Village. Processus au point mort, car l’ACNOA est bien en peine de fournir les preuves des virements qu’elle dit avoir effectué à son prestataire Pixcom CMC.

Or, selon nos informations, une action en justice impliquant le CIO est sur le point d’être lancée dans cette affaire. Et un malaise pourrait traverser les relations entre le CIO et l’ACNOA. Surtout au moment de répondre à la question clef: où est passé l’argent que les dirigeants de l’ACNOA proclament avoir versé à son prestataire ? Décidément, la ville de l’auteur dramatique Franz Kafka était particulièrement bien choisie pour cette AG. Alors même que tout le sport africain aurait besoin d’un climat moins pesant et que l’ACNOA se tourne vers sa vraie mission, celle du développement du sport sur le continent.

The GA that could disrupt ANOCA
President Palenfo will be facing opposition at the General Assembly of ANOCA (the Association of National Olympic Committees of Africa) on 3rd November in Prague. A disputed election in Djibouti last May, coupled with many cases, could make for a stormy GA for the President.
In the first place, there is a question on the legitimacy of General Palenfo, re-elected by default on 10th of May 2017, for lack of opposition following the forfeit imposed on his challenger, Colonel Kalkaba Hamad Malboum. The latter has filed an appeal to TAS. Mrs. Aicha Garad Ali, President of the National Olympic Committee of Djibouti is leading the opposition and intends to bring up this election at the GA.
The appointment of Mr. Mustapha Berraf as President of the ANOCA Ethics Committee last August, will also be one of the points of debate at this General Assembly to be held in Czech Republic. In addition to an opaque election process, Mr. Berraf also does not appear to be particularly the best placed for this symbolic position. The President of the Algerian Olympic Committee is in fact under trial before the Criminal Court of Paris, for dishonest remarks about Mr. Alain Barbier in the context of Africa Village of the London 2012 Olympics.
This case could in fact rebound very soon. In these troubled times (the Nuzman Affair, the RIO 2016 President now in jail and many others), the disappearance of money within the Olympic movement leaves a very bad impression. Contrary to President Palenfo’s assertions, ANOCA has already lost several lawsuits against Pixcom CMC and its Director Mr. Barbier. In the first instance, by the court’s decision on 20th June 2014. And again on 29th September 2016. As for Mr. Berraf, the new « Mr. Ethics » of ANOCA, he too has lost his « ground » before the Court of Algiers on 18th December 2016.
Faced with the judicial setbacks of ANOCA, President Palenfo had asked to start a « negotiation process » to put an end to the Africa Village case. A process which is on standstill since ANOCA is having a hard time providing evidence of the transfers it claims to have made to its claimant Pixcom CMC.
However, according to our sources, a court action implicating the CIO is on the verge of being filed in this case. And the relations between IOC and ANOCA could get strained. Especially when answering the key question: where is the money that ANOCA leaders claim to have paid to its claimant? Indeed, the city of playwright Kafka has been particularly well chosen for this GA. Especially at a time when African sport could benefit from a more positive environment and when ANCOA is returning to its grass root mission; that of promoting sports on the continent.
