Selon différents intervenants, un grand nombre d’hôtes étrangers, de la mairie ou de l’Etat, sont pris en charge avec les deniers de la caisse d’avance durant leur séjour au Sénégal. Selon plusieurs intervenants dans le procès dont Khalifa Sall et Moussa, il y a des choses que l’Etat ne peut pas faire dans l’immédiat en raisons des lourdeurs liées aux procédures comptables et financières. «C’est en cela que la mairie reste son meilleur partenaire».
