La Caisse des dépôts et consignations (Cdc), dirigée par le jeune frère du président de la République, Alioune Sall, est au centre d’une polémique déclenchée par le Journal Libération, lu par Actunet.net
Selon eux, l’actuel régime veut, via la Cdc, collaborer avec le nommé Loum Diagne, pour relancer l’hôtel Club Med. Une chose «incompréhensible» selon le journal qui retrace le passage du sieur Loum Diagne.
Il est un proche de l’ancien président de la République, Abdoulaye Wade, qui a eu à se sucrer sur la Caisse des dépôts et consignations (Cdc).
Le journal révèle que le bras de la Cdc a été tordu pour qu’elle acquiert, en décembre 2011, une réserve foncière de 1,1 hectare à 2,8 milliards de francs Cfa auprès de Vicap SA, propriétaire du complexe Hôtelier des Almadies pour y ériger des appartements de luxe, bureaux, commerces etc.…
Derrière Vicap, se cache Loum Diagne qui a aussi commis malversation en complicité avec l’ancien régime lors du troisième Festival mondial des Arts nègres.
En plus de cette transaction scandaleuse, la Cdc a été forcée à financer Loum Diagne.
Comment ? Le journal explique que les deux parties ont retenu un schéma qui requiert la création d’une société de joint-venture dénommée la Compagnie générale Immobilière (Cgi) avec un capital de 100 millions, un emprunt de 100 milliards pour l’achat de 4 hectares auprès de Loum Diagne et un apport en nature d’un hectare pour chaque actionnaire, soit au total 6 hectares.
Ce procédé quasi scandaleux a renchéri le coût du projet à plus de 40 milliards pour la construction de 4 immeubles composant 68 appartements cédés entre 295 et 395 millions et 12 villas de 500m2 vendus à 1,1 milliards l’unité, sous la formule VEFA.
A cet effet, les conditions d’acquisition et de réalisation du projet, le prix de cession des villas et appartements est assez exorbitants au risque de compromettre la rentabilité du projet.
Selon le journal, le projet n’a jamais vu le jour malgré les montants puisés de la Cdc qui a été contrainte de se dessaisir de ses terrains alors qu’elle aurait pu recouvrir à un prestataire et collecter à son profit les ressources issues de la commercialisation des logements édifiés.
A vrai dire, c’est avec Thierno Niane que la Cdc a été remise sur les rails après avoir servi pendant des années à enrichir des tiers.
C’est dans cette optique que le journal révèle qu’il est incompréhensible que l’actuel régime qui est au courant de toute cette prévarication veuille utiliser encore la Cdc pour financer Loum Diagne dans le cadre de la relance du Club Med qui apparaît de plus en plus comme une légende de plus.
