«Quel leadership humanitaire en Afrique » ? C’est autour de ce thème que s’est penché l’établissement privé d’enseignement supérieur (IRIS Sup’) pour anticiper sur les éventuelles crises humanitaires qui pourront secouer l’Afrique à l’horizon 2035. C’était, hier, au bâtiment pédagogique de l’Université Cheikh Anta Diop sous le contrôle du directeur de recherche d’IRIS et du Directeur régional du Programme Alimentaire Mondial.
Construit pour répondre au manque de leadership identifié par de nombreuses études et évaluations dans le secteur humanitaire ces dernières années, le programme de Leadership Humanitaire lancé en 2011 par IRIS Sup’ souhaite apporter des évolutions majeures au secteur humanitaire. Pour ce faire, une maitrise de la dimension opérationnelle, tactique et surtout stratégique, s’avère colossale pour l’analyse d’un environnement international mouvant et complexe.
«Un leader doit inspirer la confiance. Il doit être intègre. Le leader doit voir une analyse, une vision globale. Il est celui qui est capable de produire des résultats» a déclaré Gislaine ADA Ngaska administratrice principale régionale santé publique à l’agence des NU pour les refugiés à Dakar.
A l’endroit des jeunes, l’administratrice de demander : «Pourquoi attendre la solution venir d’un autre ?» s’interroge-t-elle. «Réfléchissez, car les TIC sont une aubaine pour vous. Créer des START up. N’ayez pas peur d’échouer. Il faut oser».
Toujours dans la recherche de solution appropriée pour faire face aux éventuelles crises humanitaire qui menacent l’Afrique, Diéne Diouf, Expert dans le domaine humanitaire d’urgence et de développement professe l’importance du Leadership féminin. «Il faut savoir saisir les leviers qui existent. C’est la femme qui éduque. La transition est nécessaire, se transfert de legs doit être tangible. C’est grâce à des cours et de ‘expérience. Après les cours, il faut que ces leaders arrivent à intégrer un espace d’expression de leur savoir-faire».
Sans ralentir le pas, l’ancien représentant du mouvement de la Croix-Rouge exhorte aux jeunes «d’avoir une vision large, de revenir à un changement de mentalité innover et sentir le marché». «Les jeunes sont formés sur la pression. Alors que pour répondre aux défis de demain, il faut au préalable une formation, une responsabilisation des parents. Cette pression, il faut que ça se réduise. Mais aussi il faut valoriser le talent de certains jeunes» prêche t-il.
Pour sa part, le directeur régional du PAM estime que «ces crises sont évitables». «Il faut travailler sur la résilience à l’image de l’Ethiopie. Ces des programmes qu’il faut mettre en œuvre pour que les gens restent debout s’ils sont frappés».
Après sa version anglophone, IRIS met en place la version francophone pour une élasticité analytique et conceptuelle, en donnant large expression à la créativité et donc à l’innovation.
