C’est le très sérieux The Economist qui fait le constat dans son dernier numéro (juin).
De loin, d’assez loin, le Sénégal se porte bien. “Pour le novice, tout semble bien au Sénégal. Les visiteurs de Dakar, voyagent dans un nouvel aéroport de classe mondiale. L’économie a progressé de 6, 8% en 2017 et la découverte du pétrole annonce un avenir économique encore plus prometteur”, fait remarquer le magazine hebdomadaire britannique.
Mais de près, d’assez près, le tableau est beaucoup moins idyllique. Les graffitis sur les murs de la capitale rappellent une réalité différente. Moins reluisante. “Les messages exigent la libération d’opposants politiques dont la plupart ont été emprisonnés. À huit mois de l’élection présidentielle, on craint que la démocratie au Sénégal, longtemps citée en exemple pour l’Afrique de l’Ouest, ne soit renversée”, signale le journal.
Le pays n’a jamais connu de coup d’état mais a été durement éprouvé lors de la présidentielle de 2012. Macky Sall, élu à 65% grâce à une coalition, était devenu le chef de file de la démocratie et de la liberté. Aujourd’hui, son gouvernement est accusé d’appliquer sélectivement des lois pour emprisonner ses adversaires politiques.
The Economist égrène : en mars, Khalifa Sall, maire de Dakar, est condamné à 5 ans de prison pour détournement de deniers publics. Son camarade Barthélémy Dias, qui contestait le verdict, a été condamné à six mois de prison pour outrage à magistrat. Karim Wade, fils de l’ancien président, condamné à 6 ans de prison pour corruption avant de bénéficier d’une grâce présidentielle a été contraint à l’exil politique au Qatar, pour ne pas se présenter à la présidentielle de 2019.
Les autres potentiels candidats à la présidentielle sont stoppés par la loi sur le parrainage. Celle-ci les oblige à obtenir entre 0,8 et 1% des signatures des électeurs pour se présenter. Malgré les protestations, la loi a été adoptée.
Plus récemment, poursuit la magazine britannique, les manifestations étudiantes ont été violemment réprimées avec la mort d’un des leurs à l’Université Gaston Berger de Saint-Louis. Ce qui a plongé le pays dans une crise universitaire profonde. Les images des violences policières ont fait le tour des réseaux sociaux.
