L’Ofnac prône l’enrichissement licite

A travers un communiqué transmis à l’Aps, la présidente de l’Office national de lutte contre la fraude et la corruption (OFNAC), Seynabou Ndiaye Diakhaté, considère qu’il est possible de s’enrichir licitement dans l’exercice de ses fonctions sans avoir à puiser dans les deniers de l’Etat.

Pour cela, souligne-t-elle, l’essentiel est de pouvoir à postériori justifier cet enrichissement quand il s’agira d’évaluer ses biens à la fin de la mission de l’assujetti.
La présidente de l’Ofnac s’exprimait ainsi mardi lors de la réception dans ses locaux d’une délégation du ministère de l’Agriculture et de l’Equipement rural, venue s’enquérir des modalités de la déclaration de patrimoine et de recensement de tous les assujettis à cet exercice de transparence et de bonne gouvernance.

«Le contrôle à priori fait partie intégrante des nouvelles missions assignées à l’Ofnac à travers la loi sur la déclaration de patrimoine, car il permet d’attester du caractère licite ou non des biens des assujettis à la fin de leur mission», a ajouté Seynabou Ndiaye Diakhaté.
Mme Diakhaté, se réjouissant de la “démarche spontanée” du ministère de l’Agriculture, a insisté sur “les relations de confiance” qui doivent lier l’Ofnac aux différents démembrements de l’Etat.

Ces structures publiques “doivent comprendre que l’institution n’est pas dans une logique d’inquisition et de répression systématique mais plutôt dans une démarche de mise en confiance pour éviter les traumatismes et les réticences inutiles”, a-t-elle indiqué.

Des échanges entre les deux parties ont suivi les exposés sur l’OFNAC, ses missions et ses prérogatives ainsi que sur les fondements de la déclaration de patrimoine, le contenu du formulaire et les différents assujettis à la déclaration en tant qu’exercice de loyauté et de sincérité et de confidentialité, rapporte la même source.

Au terme des débats, le secrétaire général du ministère de l’Agriculture et de l’Equipement rural, Gogo Seck a salué les réponses apportées à leurs interrogations, avant de promettre d’organiser des séances de partage avec l’ensemble des services dudit ministère.
