Le chef de l’Etat a exhorté les participants à “réfléchir sur les voies et moyens de lever les contraintes majeures de l’industrie islamique financière, les barrières socioculturelles, les contraintes légales et réglementaires, le déficit en ressources humaines ainsi que les défis liés à la structuration du système”.
“Après la prise en compte de la fiscalité des produits financiers islamiques dans la réforme fiscale de janvier 2013, le défi de l’aménagement de cadre réglementaire a été relevé par les autorités monétaires”, a-t-il rappelé.
Macky Sall a félicité la Banque centrale qui a pris “une disposition particulière visant à adapter les cadres réglementaires des établissements de crédits et des systèmes financiers décentralisés à la finance islamique”.
Ce sont, selon lui, “des réformes financières qui permettent d’élargir la gamme de produits financiers tout en veillant à la stabilité du secteur financier”.
Il est revenu sur l’émission en 2014 sur le marché financier régional du premier “Sukuk”, un produit de la finance islamique, d’un montant de 100 milliards de Francs CFA qui a obtenu de “bons résultats”.
“Avec cette démarche novatrice qui a été réitéré en 2016, pour une montant de 150 milliards le Sénégal a reçu le premier prix africain des Awards de la finance islamique”, a-t-il rappelé, soulignant que ces “Sukuk” ont “largement contribué” aux financements des projets structurants du PSE.
Le Président de la République a également évoqué le “rôle décisif” qu’entend jouer la microfinance islamique dans le secteur de la microfinance avec le projet de création d’une institution de microfinance islamique d’un capital de 5 milliards de FCFA en partenariat avec la Banque islamique de développement (BID).
“L’Etat du Sénégal a mis en place avec l’appui de la BID, un programme de promotion de la microfinance au Sénégal avec une ligne de financement de 37 milliards de FCFA”, a-t-il dit, magnifiant “la coopération exemplaire” entre le pays et la BID.
