Le tarif de 5000 Fcfa appliqué est bien en l’occurrence une sanction pécuniaire qui revêt le caractère d’une peine d’amende infligée par un promoteur privé par ailleurs peu soucieux de la qualité des services rendus (portiques et éclairages en panne perpétuelle), alors qu’en vertu du principe de légalité le pouvoir d’incrimination est en principe reconnu de manière exclusive à l’Etat et à certains de ses démembrements.

La deuxième mesure, aussi saugrenue qu’arbitraire, porte sur l’obligation faite aux usagers engagés dans les voies manuelles d’opérer des recharges minimales d’un montant de 5000 Fcfa et de manière générale les rechargements ne sont acceptés que relativement à des montants multiples de 5000 Fcfa.
Il n’en faut pas plus pour démontrer le manque de respect dans lequel cette entreprise prédatrice tient les citoyens sénégalais, et particulièrement les autorités étatiques dont la responsabilité est gravement interpellée par les forfaitures de l’Entreprise EIFFAGE, bénéficiaire d’une concession pour un ouvrage financé en grande partie par l’effort collectif des citoyens et consommateurs sénégalais.
