Le jeudi 18 mai 2017,le président de la Wallonie M PAUL MAGNETTE a introduit à l’Institut Africain de Management, une profonde et fine analyse autour de la problématique du partenariat Europe-Afrique devant un public composé d’experts, d’un canadien’ étudiants, du personnel administratif et d’enseignants. Son intervention fait suite à une conférence animée dans les locaux de l’institut en Février pour Mme Guinette, ministre Wallonne chargé de la coopération .De l’une comme de l’autre présentation des éléments saillants s’articulent autour de l’histoire que les relations euro-africaines, de la situation actuelle et des perspectives qui, à la lecture des présentes tendances , s’offrent à ces deux continents.
Pour le président, le partenariat Europe-Afrique, depuis Lomé jusqu’à Cotonou met en relief trois axes principaux : l’aide publique au développement, les relations commerciales et le dialogue professionnel. Toutefois cette architecture occulte mal, dans le dispositif des échanges bilatéraux entre pays, des pratiques diverses orientées vers le financement de certaines activités ainsi que la gestion des flux migratoires.
Des universités prestigieuses comme l’IAM, de son avis, ont un rôle important à jouer en termes de compréhension des logiques en jeu et de proposition de modèles alternatifs pour permettre au partenariat de répondre aux attentes de toutes les populations concernées. Les états africains devraient profiter davantage de leurs innombrables ressources du sol et du sous-sol en œuvrant dans le sens de promouvoir l’ingénierie de la transformation des matières premières en produits manufacturés.
En l’espèce, ils pourraient s’inspirer de modèles développés en Wallonie et dans certains pays asiatiques émergents.
Mais si, en définitive, l’objectif est de réaliser le développement durable, il urge d’inverser les fâcheuses pratiques actuelles en inscrivant la culture au centre des professionnels de développement ce niveau, le président Guirassy a, dans sa contribution, insisté sur la nécessité d’avoir de la culture une perception « culturale » (au sens où l’entend Serge CATOUCHE) qui en fait un déterminant puissant du progrès. Ainsi comprise, l’Afrique a apporté à la construction d’une nouvelle mondialité humaine et durable une contribution capitale.
