Nous devons aller plus loin que cela par une loi qui régit le commerce numérique ou digitale et en accompagnant les Petites et moyennes entreprises (Pme à innovantes en leurs facilitant l’accès au crédit, car c’est secteur particulièrement concurrentiel », a expliqué le Professeur de droit Abdallah Cissé de l’université Cheikh Anta Diop de Dakar. Il s’exprimait lors d’un panel organisé par Africa performance institut.
Le Sénégal dispose d’atouts pour développer le commerce numérique avec 97% des entreprises qui évoluent dans le secteur informel, selon l’enseignant juriste. « L’ubérisation n’est rien d’autre que la normalisation de l’informel », a assuré le Pr Cissé, lançant un vibrant plaidoyer pour qu’on arrête la stigmatisation des acteurs du secteur informel.
Quant à Ousmane Sy Ndiaye, secrétaire exécutif de l’Unacois, il voit beaucoup de similitudes entre le Sénégal et l’Inde, un pays où le commerce digital ou E-Commerce est entrain de connaitre un très grand boum.
Selon lui, ce qui reste, c’est d’instaurer la confiance entre les acteurs, indiquant que le commerce numérique n’est pas différent du commerce traditionnel. « Pour le développement du E-commerce la confiance entre les acteurs est extrêmement déterminant », soulignant les progrès notés dans la livraison à domicile malgré les problèmes d’adressage qui perdurent. Son souhait est que ce modèle soit mis à l’échelle dans divers autres secteurs comme le transport de marchandises.
Les intervenants à ce panel qui sont tous d’accord que le E-commerce est une opportunité pour notre pays, ont plaidé, toutefois, pour la protection des consommateurs et l’accroissement des investissements dans ce secteur d’avenir.
