Le Sénégal ne compte pas lever l’interdiction d’importation de viande de volailles, a affirmé, samedi à Dakar, le ministre de l’Elevage et des Productions animales, Aminata Mbengue Ndiaye, rappelant que cette mesure vise à protéger toute la chaîne de valeur avicole.
Cette mesure avait été prise en 2005 pour protéger le pays de la grippe aviaire qui, après l’apparition du virus H5N1, avait commencé à se propager après avoir touché plusieurs pays en Asie.
“La levée de l’interdiction d’importation de viande de volailles entraînerait inéluctablement dans le contexte actuel, un écroulement de toute la chaîne de valeur avicole”, a-t-elle averti lors du vote du budget de son département, adopté à la majorité par les députés.
“C’est une mesure qui est courageuse, le fait de refuser l’importation de volaille. Cela a permis à des sociétés nationales d’investir dans le secteur. Ils [les pays producteurs de viande] nous envoient des parties de la volaille qu’ils ne consomment pas”, a-t-elle dénoncé.
Les députés ont demandé au ministre de l’Elevage de “mettre en place des commissions chargées de régler les conflits internes, sur le manque d’aliment de bétail, sur les difficultés d’accès aux crédits, sur le recensement du bétail”.
Sur l’importation de moutons pour la Tabaski, Aminata Mbengue Ndiaye a rappelé que ce n’est pas l’Etat qui joue ce rôle qui est dévolu à d’autres acteurs. Elle a ajouté que “le Sénégal ne peut pas fermer ses frontières aux moutons du Mali compte tenu de la politique régionale”.
Elle a par ailleurs rappelé que pour la Tabaski de cette année, il n’y a pas eu de déficit, mais un surplus de près de 170.000 moutons. “L’autosuffisance dans ce domaine passera par la vaccination. Elle permet de préserver 1.000.000 de têtes par an au niveau du pays” a-t-elle précisé.
Le cheptel du Sénégal est seulement estimé et il est normal que l’on puisse le faire, car il a visiblement augmenté, a-t-elle souligné.
Elle a rappelé que “le vol de bétail fait perdre près de 2 milliards de FCFA par an’’ aux éleveurs. “Mais, nous avons renforcé la peine et dans certains endroits, le vol continue. Mais, dans d’autres, cela a diminué’’, s’est-elle réjouie, avant d’inviter les autres acteurs et les ministères concernés à participer à la lutte contre ce phénomène.
Parlant des unités de transformation de production laitière, Aminata Mbengue Ndiaye a rappelé que 51% de la consommation locale en lait vient des petits producteurs.
“Nous allons lancer bientôt la campagne de lutte contre les feux de brousse et de productions fourragères’’, a-t-elle promis aux députés qui ont soulevé cette question, annonçant que la journée de l’Elevage sera célébrée le 23 décembre à Kolda.
