Le Premier ministre Mahammed Boun Abdallah Dionne qui a compris que la demande sociale est plus forte qye l’offre sociale au Sénégal a révélé au cours de sa déclaration de politique générale que « l’année 2018 sera une année sociale ». Le PM cite la mise en œuvre de la seconde phase du Programme d’alphabétisation et d’apprentissage aux métiers (PALAM) pour expliquer qu’il va servir à cette fin pour un financement de 13,7 milliards de francs CFA pour 200.000 nouveaux emplois. La déclaration de politique générale du premier ministre, Mahammed Boun Abdallah Dionne intervient dans un contexte d’effervescence sociale avec des syndicats de l’enseignement qui ont décidé d’aller en grève ce jeudi mais aussi de départ de beaucoup de jeunes Sénégalais à l’émigration clandestine.
