Pour son premier discours de géopolitique depuis son départ de l’Élysée, François Hollande a dénoncé, mardi 17 octobre, la “double faute” de Donald Trump sur le nucléaire iranien et la “confusion” régnant à la Maison Blanche. L’ex-président socialiste français (2012-2017) s’exprimait depuis Séoul, où il assiste au World Forum Knowledge.
Prolifération nucléaire, climat, protectionnisme, multilatéralisme… François Hollande s’est fendu d’une charge en règle contre l’action du président américain et “l’imprévisibilité” en matière de diplomatie.
Vendredi, Donald Trump a porté un coup dur à l’accord international sur le nucléaire iranien – conclu pendant le quinquennat Hollande – en refusant de le “certifier”. “La décision de Donald Trump de ne pas certifier l’accord et de demander au Congrès de durcir les sanctions constitue à mes yeux une double faute”, a déclaré l’ex-chef de l’État français.
François Hollande a d’une part estimé que c’était “méconnaître l’objet même de la négociation”, qui avait pour but “d’empêcher l’Iran d’accéder à l’arme et non à ce stade encore de lui faire changer sa politique, même si c’était le pari que l’accord contenait”.
“Le monde a besoin de certitude”
L’ex-président français a, de l’autre, accusé Donald Trump de “jeter le discrédit sur de futures négociations si elles s’ouvraient avec la Corée du Nord”. “Faut-il encore démontrer qu’un accord se respecte dans la durée, car c’est même la condition de sa crédibilité”, a développé le chef de l’État. “C’est pourquoi ce qui se passe pour l’Iran est fâcheux pour la Corée et je souhaite donc que le Congrès américain préserve l’acquis de la négociation.”
“Car en cette matière, face à cet enjeu de la prolifération nucléaire, le monde a besoin de certitude, de constance, de stabilité, a-t-il poursuivi. Le pire c’est l’imprévisibilité qui peut conduire à l’irrationalité.”
François Hollande a également fustigé la dénonciation par Donald Trump de l’accord de Paris sur le climat, qui était une des fiertés de son quinquennat : “La tentation du chacun pour soi, qui est pourtant absurde en matière d’environnement, s’en trouvera favorisée”.
Dénonçant la montée des protectionnismes, l’ancien locataire de l’Élysée s’est interrogé sur un “réveil des puissances d’hier”, en citant l’affirmation de la Russie, de la Chine, du Japon et d’autres pays comme la Turquie, l’Iran et l’Arabie saoudite. “Le monde n’a jamais été aussi multipolaire, ce qui rend plus compliqué nécessairement la régulation internationale et surtout le rôle de la première puissance, en l’occurrence les États-Unis, surtout si à son sommet, la confusion règne.”
