L’ancien directeur de l’ONG Oxfam en Haïti, au centre d’un scandale mondial d’abus sexuels, a reconnu qu’il avait eu des rapports tarifés avec des prostituées dans des locaux financés par l’organisation, selon un rapport établi en 2011 par l’ONG à l’issue d’une enquête interne et rendu ce public lundi.
Avec deux autres responsables de l’organisation, le Belge Roland van Hauwermeiren, 68 ans, avait dû démissionner à la suite d’allégations selon lesquelles les trois hommes avaient acheté les services de jeunes prostituées lors de leur mission en Haïti, après le séisme dévastateur de 2010.
Un rapport de 2011
Roland van Hauwermeiren s’était défendu la semaine dernière en affirmant qu’il n’avait pas organisé d’orgies avec de jeunes prostituées et qu’il n’était “jamais entré dans un bordel” en Haïti. Dans une lettre publiée par des médias belges, il avait seulement reconnu avoir eu des rapports sexuels avec une “femme honorable et mature”, et maintenu qu’il ne lui avait pas versé d’argent.
Or, selon le rapport interne de 2011, qu’Oxfam a rendu public lundi dans une version partiellement censurée, le responsable belge avait admis avoir eu des rapports avec des prostituées à son domicile haïtien, qui était financé par Oxfam.
L’ONG avait alors choisi de proposer à son responsable en Haïti un “départ digne, à condition qu’il coopère pleinement avec le reste de l’enquête”.
Des salariés qui rejoignent d’autres ONG
Le rapport interne de 2011 avait conclu “qu’aucune des allégations initiales de fraude, népotisme ou recours à des prostituées mineures n’avait pu être étayée par l’enquête” mais qu’il ne “pouvait être exclu”, cependant, que l’une au moins des prostituées fût mineure.
Oxfam a dévoilé vendredi un plan d’action pour empêcher de nouveaux abus sexuels et tenter ainsi d’apaiser la polémique d’ampleur mondiale.
Dans cette affaire, l’ONG s’est également vu reprocher d’avoir laissé les salariés incriminés rejoindre d’autres ONG, sans mise en garde.
