Le gouvernement pakistanais vient de donner le feu vert à son ministère en charge de l’Energie pour démarrer des négociations avec les autorités nigérianes en vue d’importer du pétrole et du gaz naturel liquéfié (GNL). Islamabad privilégie des négociations directes car il ne souhaite pas passer par un processus d’appel d’offres.
Cette volonté de la république islamique s’inscrit dans son projet de nouer des partenariats avec les grands producteurs africains.
Dans le cadre des négociations qui démarreront sous peu, le Pakistan et le Nigéria exploreront les différentes possibilités liées à l’approvisionnement en pétrole brut et en GNL, tout en créant des installations de raffinage. Les deux pays mèneront également, à travers leurs sociétés publiques du pétrole, des études conjointes de développement et évalueront la possibilité de forage de puits.
Comme l’indique le quotidien pakistanais The Tribune Express, le Pakistan importe chaque année 4,5 Mtpa de GNL. Un volume qui devrait monter à 9 Mtpa avant la fin de l’année, 20 Mtpa d’ici 2020, et 30 Mtpa d’ici 2022.
Selon l’édition 2017 de l’Union Internationale du Gaz, le Nigeria figure parmi les cinq principaux exportateurs de GNL, entre 2015 et 2016. L’ordre des cinq principaux exportateurs est le Qatar, l’Australie, la Malaisie, le Nigéria et l’Indonésie.
