Regain de tension et avalanche de réactions, ce dimanche 3 septembre, après un nouvel essai nucléaire nord-coréen, le 6e et le plus puissant jamais enregistré par les sismologues. Pyongyang dit avoir testé « avec succès » une bombe H, c’est-à-dire un engin aux capacités de destruction supérieures à celle de la bombe atomique « classique ».
Rien ne permet de confirmer à ce stade la réalité de ce saut technologique, reste que la Corée du Nord s’est imposé comme le neuvième Etat nucléaire de la planète.
La Corée du Nord est le seul pays à avoir quitté le Traité de non-prolifération nucléaire, c’était en janvier 2003. Mais le TNP date de la fin des années 1960, il consacre le droit à l’arme nucléaire pour les cinq premiers pays à l’avoir possédée : Etats-Unis, Russie, Chine, France et Royaume-Uni, qui sont aussi les cinq membres permanents du Conseil de sécurité de l’ONU.
Le Traité de non-prolifération nucléaire interdit aux autres pays signataires de s’équiper de la bombe atomique et il vise à empêcher le transfert de technologies nucléaires militaires.
Malgré une décennie de bras de fer avec la communauté internationale, l’Iran n’est jamais sorti du TNP et l’accord de 2015 permet de vérifier que Téhéran se contente désormais d’un programme nucléaire civil.
Trois puissances nucléaires mondiales n’ont jamais signé le Traité. Il s’agit de l’Inde, du Pakistan et d‘Israël.
C’est le réseau clandestin du scientifique pakistanais Abdulkader Khan qui a permis à plusieurs pays de développer des programmes d’armement nucléaire secrets, ces dernières décennies. La Corée du Nord est l’un des Etats à en avoir bénéficié.
Le Traité de non-prolifération nucléaire n’est pas seulement contesté par des Etats ayant des velléités de programme nucléaire militaire : un Traité d’interdiction des armes atomiques a été adopté à l’ONU en juillet dernier, mais ce texte ne s’applique qu’aux Etats signataires or aucun pays ne possédant la bombe ne l’a adopté.
