L’Inspection général de l’Etat (Ige) est intriguée par un virement bancaire porté disparu, malgré la présence des pièces justificatives et financière de la Mairie de Dakar. La révélation est du journal Libération, consulté par Actunet.
Tout est parti d’une convention de partenariat signée en 2013 entre la Mairie de Dakar et le Chef du département de Biologie végétale de la faculté des Sciences et techniques. En ce sens, l’Ige avait envoyé au ministre de l’Enseignement supérieur et de la Recherche un extrait du pré rapport de leur enquête. C’était relatif aux conditions d’ouverture et l’utilisation des 65 millions Fcfa versés par la ville de Dakar sur un compte logé à la Sgbs.
Mais le Ministre a indiqué que “la ville de Dakar n’a pas encore versé l’argent dans le compte. Par conséquent, aucune dépense n’a encore été effectuée dans le cadre de la convention”. Cette réponse a surpris les enquêteurs. Puisque parmi les pièces justificatives, annexées à l’extrait du pré rapport, figurent la décision du 24 février 2015 autorisant la mandatement des 65 millions de Fcfa au profit du jardin botanique et le mandat de payement signé du maire est daté du 17 avril 2015.
L’Ige a aussitôt saisi le Récepteur-Percepteur municipal aux fins de clarifier les faits. Ce dernier a indiqué qu’un ordre de virement a été fait le 02 juillet 2015 pour le compte indiqué, mais il soutient que la banque a envoyé l’argent “par erreur”, dans le compte d’un autre structure. Mais que la banque aurait promis de rembourser la somme à la ville Dakar.
