Le Conseil économique social et environnemental (CESE) a mis en place, mardi à Dakar, une commission ad hoc chargée de réfléchir, dans les deux prochains mois, sur les enjeux et les opportunités d’une “gestion durable” du pétrole et du gaz.
Le chef de l’Etat du Sénégal avait, lors de la remise du dernier rapport du CESE, invité ses membres à réfléchir “sur les modalités d’une gestion durable” des ressources naturelles “dans un contexte marqué par les récentes découvertes de gaz et de pétrole”.
A l’ouverture de la deuxième session ordinaire de l’institution présidée par Aminata Tall, une commission ad hoc a été mise en place pour réfléchir sur “les modalités d’une gestion durable” du pétrole et du gaz au Sénégal.
A l’entame de la séance plénière où le gouvernement était représenté par le ministre du Travail, Samba Sy, les conseillers ont adopté les textes qui seront étudiés au cours de la session prévue pour durer jusqu’au 24 novembre prochain.
Durant cette période, en plus des questions liées à la gestion du pétrole et du gaz, trois autres affaires seront examinées relativement à l’analphabétisme de manière générale et ses impacts sur les populations, tout comme les problèmes de prise en charge en terme sanitaire du VIH/sida et des femmes.
Au nombre des questions qui seront examinées, figurent également les impacts des déchets électroniques, électriques et électromécaniques sur les écosystèmes naturels.
Mme Tall a précisé que la commission va “plancher sur le travail, la recherche, l’identification des structures, des personnalités et des personnes ressources à auditionner”.
Selon elle, ce travail va permettre de produire, dans les deux prochains mois, “un rapport substantiel très proche des réalités que nous voulons du point de vue de la transparence, du traitement, du cadre juridique et de la distribution des richesses”.
La présidente du CESE indique que “la découverte du pétrole et du gaz est une question très présente dans les esprits, avec une certaine approche positive pour les uns et négative pour les autres. Elle a suscité beaucoup d’inquiétudes”.
“Mais c’est une question extrêmement importante que nous avons déjà eu à élaborer lors de nos journées portes ouvertes avec des experts et cela nous a permis de faire des termes de références pour apporter notre soutien”, a-t-elle dit.
A son avis, “le pétrole et le gaz constituent, aujourd’hui, un enjeu de taille pour le développement du pays, mais un enjeu où il faut réfléchir et pour les générations présentes et pour les générations futures”.
“La distribution de richesses que cela implique appelle à la mise en place d’un cadre juridique clair pour une émergence, une transparence et une rigueur affichée sur tous les plans et cela mérite une étude qui prenne de la patience et du sérieux et qui vise des cibles d’expertises avérées”, a-t-elle fait savoir.
