I nterpellé hier à Diourbel sur les législatives à venir, en marge du vote du budget de la Chambre de commerce de Diourbel, Moustapha Cissé Lô, président du parlement de la Cedeao, a dit qu’il est «ridicule» de faire état d’un si grand nombre de bulletins de vote pour une liste exorbitante arrêtée 49 dé- pôts de candidatures officielles, en attendant les candidaturesinvalidées ce 9 juin. Ce qui ne va pas faciliter la tâche aux électeurs, surtout que «les analphabètes sont en masse parmi ceux qui peuventse tromper» de bulletin au moment du scrutin. «Un risque compromettant le choix de l’électeur», a-t-il dit. Selon lui, il est temps qu’on trouve un moyen de réduire au maximum ces bulletins et les compresser à cinq. C’est pour cela qu’il compte déposer une requête auprès des autorités compé- tentes afin qu’elles mettent en œuvre le plus rapidement possible une procédure d’urgence pour réduire le nombre de ces bulletins. En citant comme référence et modèle de démocratie les États-Unis d’Amé- rique (Usa), où les candidatures sont limitées à trois au maximum, ou même, plus près de nous le CapVert et la Guinée Bissau (idem), il ne peut pas comprendre qu’au Sé- négal, les gens sont candidats parce qu’ils ont de l’argent, alors que la plupart ne vont pas obtenir le résultat de 3% des voix exprimées, et donc, vont perdre leurs cautions. «Ils ne sont candidats que pour, après, demander des postes de directeurs ou de ministres ou autres». Ces candidats, «on devrait les sanctionner en
leur faisant payer le double de la caution et lesinterdire de candidature, au moins pour trois législatures, ou les interdire définitivement des présidentielles. Il faut qu’ils aillent sérieusement chercher des militants, s’ils veulent être crédibles au lieu de chercher à jouer avec le peuple», a-t-il martelé. Si cela continue, «on risque d’aller à des présidentielles avec 100 candidats. Il nous faut adopter le système français où les candidats sont investis d’abord par les citoyens qui votent», a-til suggéré. Par rapport aux investis sur la liste départementale à Touba, le président du parlement de la Cedeao n’émet aucun doute sur la victoire de la coalition, car «liste ne pouvait être meilleure que celle-ci dans la cité religieuse, par la crédibilité des personnes qui la compose et qui ont tous les atouts pour gagner de par leur notoriété et la confiance dont ils jouissent auprès de leurs compatriotes»
