L’Initiative prospective agricole et rurale (Ipar) et le Conseil national de concertation et de coopération des ruraux (Cncr) ont procédé hier au lancement officiel du projet de recherche action intitulé «Promotion d’une gouvernance foncière inclusive par une amélioration des droits fonciers des femmes au Sénégal». Ce projet vise à contribuer à l’amélioration de l’accès et du contrôle des femmes sur les terres et leur participation dans les instances de prise de décisions pour une gouvernance foncière responsable et durable, dans un contexte d’acquisition de terres à grande échelle. Sa mise en œuvre se fera au cours des trois prochaines années au niveau du Delta, des Niayes et du bassin arachidier sud, avec la participation d’une centaine de représentants d’organisations féminines, de parlementaires, de représentants de l’Etat et des bailleurs de fonds. Laissant entendre que «la synergie entre les organisations parties prenantes de ce projet constitue un réel motif de fierté et illustre parfaitement leur engagement au service du développement des communautés rurales», la présidente du Conseil d’administration de l’Ipar, Aminata Niane Badiane, met en relief le bien fondé de faire évoluer les rapports fonciers évolueront vers des formes compatibles avec une égalité des hommes et des femmes en ce qui concerne l’accès à la terre et la participation dans les instances de gestion foncière». Indiquant que le Sénégal, à l’instar des pays de l’Afrique sub-saharienne, vit le phénomène d’acquisition de terres à grande échelle depuis plus d’une décennie, elle déplore dans le même temps le fait que cet accaparement touche particulièrement les femmes dont l’accès à la terre était déjà compromis par d’importantes lourdeurs sociologiques. Sous ce rapport, il s’agira d’évaluer, dans le cadre du projet de recherche action susnommé, l’efficacité des solutions qui ont émergé des initiatives et système en cours pour proposer des outils et stratégies qui peuvent améliorer la gouvernance foncière par l’amélioration des droits fonciers des femmes.
