Les abris provisoires constituent un réel problème dans le secteur de l’éducation certes mais quand les écoles sont fermées pour fautes d’enseignants c’est encore grave et honteux pour un pays en voie de développement.
L’émergence dont nous pompe l’actuel régime est une grosse chimère en réalité. Des écoles publiques sont fermées pour faute d’enseignants. Et c’est Serigne Mbaye Thiam, le ministère de l’Education nationale, qui a osé donner l’information. En manque d’argument, le gouvernement soutient que des efforts de rationalisation de la gestion du personnel sont entrepris depuis 2012.
Malgré tout, ces déséquilibres persistent, note le ministre. «Il y a des régions qui sont des régions à fort départ d’enseignants comme Matam, Sédhiou, Kédougou, Tambacounda, entre autres. A côté, il y a des régions prisées par les enseignants, il faut s’arrêter parce que nous avons au niveau du gouvernement, le devoir d’assurer une éducation de qualité à tous les enfants du Sénégal. Pour ce faire, nous consultons aujourd’hui les partenaires dans cet atelier inclusif avant de prendre de décisions», a encore déclaré Serigne Mbaye Thiam.
Le ministre précise : «Les gens préfèrent aller dans les centres urbains. A côté des départs qui relèvent du mouvement national, il y a des départs qui relèvent d’interventions multiples des responsables à tous les niveaux. Mais, c’est notre responsabilité de faire pour que tous les enfants du Sénégal puissent avoir des enseignants en quantité et en qualité.»
Un fait qui n’est pas aujourd’hui sans conséquence, car la plupart des enseignants sont concentrés à Dakar. «On voit des villages où des écoles sont fermées, faute d’enseignants, ou bien on organise des classes multigrades ou des classes à double-flux parce qu’on n’a pas d’enseignants. On voit aussi des lycées où on nomme des censeurs ou des proviseurs dans ces régions qui n’ont pas le profil pour l’être. Parce que tout simplement on n’a pas des enseignants expérimentés, parce que ces derniers préfèrent venir au niveau des centres urbains», constate le ministre.
Il note toutefois que «c’est une situation qui ne peut pas continuer. Les professeurs d’enseignement secondaire, ce sont les professeurs les plus qualifiés au niveau de l’enseignement moyen secondaire. Quand on fait le ratio professeurs d’enseignement secondaire et surnombre d’élèves, on est à 1 professeur d’enseignement secondaire pour 34 élèves à Dakar. On est à 1 professeur d’enseignement secondaire pour 139 élèves à Sédhiou, alors que les enfants de Sédhiou et les enfants de Dakar sont sur un pied d’égalité en ce qui concerne l’éducation et de ce que l’Etat doit faire pour eux».
