Aucune condition du Code pétrolier n’a été respectée pour faire bénéficier à Petrotim les blocs de Kayar et de Saint-Louis. En conformité à l’article 8 alinéa 1 de la loi n°98- 05 du 8 janvier 1998 portant Code pétrolier qui dispose que : «Nul ne peut être titulaire d’un titre minier d’hydrocarbures ou d’un contrat deservices s’il ne justifie des capacités techniques et financières nécessaires pour mener à bien les opérations pétrolières», nous avions dit que Pétrotim n’avait pas les capacités de bénéficier des contrats attribués illégalement. Matérialisant cette incapacité, Pétrotim avait transféré ses 90% à Timis Corporation.» Point de vue de Birahime Seck, membre du Conseil d’administration du Forum civil. Selon lui, Timis Corporation accorde ses 60% à Kosmos et aujourdhui Timis se libère de toutes ses parts au profit de BP. Que c’est facile de gagner de l’argent au Sénégal si on est ami du frère du Président de la République ! Sans effort ! Il suffit juste d’avoir un décret, même illégal, avalisé par les autorités et le tour est joué. «On devient riche.
