“Lors de sa conférence de presse du 20 septembre 2016 relative aux contrats pétroliers signés par l’État du Sénégal, le Premier ministre Mouhamed Boun Abdalah Dionne nous avait dit qu’en 2015, pour non-respect des engagements de travaux, l’État du Sénégal avait annulé trois (3) contrats de recherche dont celui de African Petroleum (AP) de Frank Timis pour le Bloc de Rufisque Profond.
“Si l’on suit la logique du Premier Ministre, African Petroleum n’a plus de part dans le bloc de Rufisque Offshore Profond du moment où le contrat qui le liait au PM est rompu ? Donc, African Petroleum de Frank Timis n’opère plus dans le bloc de Rufisque Profond.Comment est-ce possible qu’une entreprise avec qui l’État a rompu puisse garder ses parts jusqu’à les céder ? Contrairement au PM, la société African Petroleum maintient que le bloc de Rufisque Offshore Profond lui appartient toujours”, révèle Birahim Seck, membre du conseil d’administration du forum civil.
Le contrat de recherche et de partage de production d’hydrocarbures qui lie African Petroleum Sénégal Limited et Petrosen a été signé le 25 Octobre 2011. Il a été approuvé par décret n°2011-1824 du 10 novembre 2011 par le Président de la République Abdoulaye Wade et contre signé par le Premier Ministre Souleymane Ndéné Ndiaye, ajoute-t-il.
Birahim Seck indique que dans le communiqué publié sur le site officiel de TOTAL (www.total.com), nous pouvons lire que “le premier accord est un contrat de recherche et de partage de production d’hydrocarbure sur le bloc de Rufisque Offshore Profond d’une superficie de 10.357 km2…”.
En réalité, note Birahim Seck, il s’agit du même bloc et du même périmètre de la Zone contractuelle qui a été attribuée à African Petroleum de Frank Timis. “Comme l’atteste l’article 2 du décret précité qui dispose que : “le périmètre de la zone contractuelle concernée qui couvre le bloc de Rufisque Offshore Profond, d’une surface totale réputée égale à 10.357 km2, est défini par les points de référence suivants….”. Cette même superficie était prévue par le décret n°2011-1808 du 2 novembre 2011″, note le membre du Forum civil pour étayer ses propos.
Une recolonisation en marche
Birahim Seck ajoute que dans le même communiqué précité, il est mentionné que “le second est un accord de coopération avec Petrosen et le Ministère de l’Energie et du Développement des Energies Renouvelables de la République du Sénégal, aux termes duquel Total réalisera une étude de la zone en mer très profonde, en vue d’en déterminer le potentiel d’exploration et de devenir opérateur d’un bloc d’exploration”. Ce qui, à son avis, est une “recolonisation en marche”.
“En termes simples, TOTAL va contrôler toutes les ressources pétrolières et gazières du Sénégal Offshore à travers cette “étude de la zone en mer très profonde”. Mieux, du moment où il s’agit d’une étude, pourquoi l’État du Sénégal n’a pas lancé un appel à concurrence pour trouver le mieux offrant pour la génération actuelle et future? Seule la publication des termes de ce deuxième contrat peut nous permettre de savoir si les autres géants pétroliers sont définitivement exclus ou non de la “Zone en mer très profonde”, explique Birahim Seck.
