Les députés sénégalais ont examiné et adopté ce samedi, le projet de loi de finance pour l’année 2018, arrêté à la somme de 3709,1 milliards CFA, contre 330 milliards CFA l’année dernière, soit une hausse de 349,2 milliards CFA.
Dans ce projet de budget 2018, un montant de 1339,5 milliards sera consacré aux investissements, tandis que la rubrique Fonctionnement, compte non tenu des salaires, s’élèvera à 785,5 milliards, contre 756,9 milliards en 2017, soit une augmentation de plus de 29 milliards CFA.
La masse salariale est programmée à 633 milliards CFA contre 586 milliards FCFA en 2017, soit une progression de 8%.
Les parlementaires ont beaucoup débattu sur le service de la dette publique qui est passé de 680 milliards CFA à 839,8 milliards CFA en 2018.
Le ministre de l’Economie et des Finances, Amadou Bâ, a reconnu que «le service est certes important par rapport à 2017, mais qu’il reste sous contrôle».
Le groupe parlementaire «Liberté et Démocratie» formé par le Parti démocratique sénégalais (Pds, opposition) et ses alliés (19 députés) a refusé de voter le budget 2018 dont les plénières ont démarré le même jour.
Face à la presse, la veille, le président du groupe parlementaire, Me Madické Niang et ses camarades ont dit leur désaccord sur le fait que le Président Macky Sall ait décrété 2018 année du social en lui consacrant plus de 1000 milliards Cfa sur un budget de 3700 milliards Cfa.
«Ce social est destiné à réélire Macky Sall (en 2019). C’est de la pure politique politicienne, une manière d’acheter la voix des bénéficiaires», a expliqué le député Madické Niang.
