Dernière ligne droite pour l’adhésion du Maroc à la Communauté économique des États d’Afrique de l’Ouest (Cedeao). L’officialisation est annoncée pour le prochain sommet de l’organisation prévu le 16 décembre à Lomé. « La démarche de l’adhésion du Maroc est sur la bonne voie et va être annoncée lors de ce sommet », a déclaré le président de la Commission de la Cedeao, Marcel Alain de Souza, mardi 23 août, à l’issue d’un entretien avec le ministre des Affaires étrangères marocain, Nasser Bourita, à Rabat.
Les pourparlers entre les 15 membres de cette organisation ont permis d’observer une « convergence de points de vue » au sujet de cette demande d’adhésion exprimée par le roi du Maroc le 24 février. L’accord de principe a été donné le 4 juin à Monrovia, au Liberia. Depuis cette date, les deux parties se sont attelés à la négociation du volet juridique et technique de ce projet qui permettra au royaume d’accéder à un marché où ses banques et ses opérateurs télécoms sont fortement implantés.
Concrètement, l’adhésion du Maroc à ce groupement régional devrait concerner la libre circulation des biens, des services, des capitaux mais aussi des personnes. Le chantier est colossal car derrière un simple traité d’adhésion se cache un travail considérable d’harmonisation tarifaire, monétaire – le Maroc serait disposé à adhérer à une future monnaie unique – sans oublier la gestion des flux humains.
Un long processus
C’est pourquoi, les deux partenaires insistent sur le fait que le projet s’inscrira dans la durée. « C’est un mariage sans Brexit, sans divorce, il doit être bien préparé », a indiqué Marcel de Souza. « L’adhésion est une construction sui generis, il n’y a pas de manuel prêt à l’emploi, il faut faire preuve d’ingéniosité et de flexibilité en gardant en vue les objectifs », a poursuivi Nasser Bourita.
La Mauritanie a été le premier pays du Maghreb à avoir intégré ce groupement, mais elle s’en est retirée en 2000. Après le Maroc, la Tunisie a aussi exprimé sa volonté d’y adhérer et ambitionne de l’intégrer en décembre prochain aussi.

I hear that there is a program out there that when u boot up the (client computer) u come straight to the welcome screen on the base computer (the one with vista on it) some how they are connected threw the network.
