Même si le Président Macky Sall dit être dans la logique de ne pas vouloir briguer trois mandats successifs, il n’a pas apporté des réponses précises sur la position du Professeur Jacques Nzouankeu, qui explique lui, que l’actuel mandat de sept (7) ans du Président n’est pas mentionné dans la Constitution, qui parle plutôt de deux mandats de cinq (5) ans. Mais le chef de l’Etat est d’avis que ce débat n’est pas d’actualité.
“Nous avions, il y a un an, engagé une réforme majeure de notre Constitution par voie référendaire. Et justement, c’était pour arrêter le débat. Nous avions une majorité totalement qualifiée, mais nous avions choisi de consulter directement le peuple sur une réforme très sérieuse, très constructive, très consolidant de la Constitution pour régler principalement la question de la durée et du nombre de mandats du président de la République ainsi que du mode d’élection.
Et cette question a été définitivement fixée dans la Constitution. D’ailleurs, en 2016, ce dont il était question, c’était moins le nombre de mandat que la durée. On devait passer du septennat au quinquennat bloqué. Et le nombre de mandat, c’est réglé depuis très longtemps. C’était 2 mandats. Le nombre de mandats n’a pas été modifié. Pourquoi engager une discussion sur un débat de 2024, un débat qui n’a pas lieu d’être puisque je suis dans la logique de ne pas dépasser 2 mandats si le peuple sénégalais me fait confiance en 2019. Donc ce débat ne doit pas nous faire perdre du temps”, a-t-il tranché.
Le Président Macky Sall réagissait lors de la conférence de presse conjointe avec le Président Burkinabé Roch Marc Chritian Kaboré.
