Quelque 231 nouvelles recrues du corps des agents de la sécurité de proximité (ASP), enrôlées dans les régions de Kédougou, Kolda et Tambacounda, ont démarré mardi leur formation devant durer 45 jours, dans la capitale orientale du Sénégal, a constaté l’APS.
Agés de 22 à 40 ans, les 231 éléments, dont 45 dames, devront suivre une formation en deux séquences, une militaire, l’autre civile, dans le cadre de la deuxième phase de recrutement des ASP, a indiqué Abdourahmane Diallo, coordonnateur du pôle de formation regroupant des recrues venues de huit départements de ces trois régions.
La formation militaire qui se déroulera dans l’enceinte de la préfecture de Tambacounda, va durer deux semaines et portera sur des modules tels que le sport, le close-combat, l’ordre serré, le droit, la sécurité, l’hygiène et le secourisme a dit l’adjudant- chef Abdoul Dialil Sokhna, militaire à la retraite.
Il s’agit de « corriger les manquements » notés chez la première génération d’ASP, par un encadrement militaire, a-t-il relevé.
Pour ce qui est du volet civil d’une durée d’un mois, il consistera en un renforcement de capacités axé notamment sur les bases juridiques de l’Etat, a indiqué Abdourahmane Diallo, coordonnateur du pôle de formation regroupant les quatre départements de Tambacounda, les trois de Kédougou et le département de Vélingara (Kolda).
Cette partie de la formation aura lieu au centre culturel régional et va aussi concerner la sécurité publique, la sécurité civile, la déontologie, les connaissances environnementales, sanitaires et administratives.
« Ceux (d’entre vous) qui aiment la facilité, peuvent tirer la cloche et partir », a lancé le gouverneur aux nouvelles recrues, sur le parvis de la préfecture.
El Hadji Bouya Amar avait à ses côtés, le préfet de Tambacounda Mor Talla Tine, le président du conseil départemental, Sina Cissokho, l’adjoint au maire Lamarana Bâ et le commissaire Yaya Tamba.
Il a appelé les nouveaux éléments à s’approprier les valeurs de sacrifice, de rigueur, de discipline et de respect de la hiérarchie, soulignant que ceux qui ne veulent pas être sous ordre n’y ont pas leur place.
« Vous êtes appelés à servir l’Etat partout où il vous le demandera », a-t-il dit, leur rappelant qu’ils ont signé un contrat avec l’Etat, lequel suppose des « obligations réciproques ».
Ils sont tenus de faire ce que leur commande l’Etat qui, pour sa part, doit les payer à la fin du mois, a-t-il poursuivi.
Il leur a indiqué qu’ils peuvent se considérer comme des « privilégiés », pour avoir été choisis parmi « des milliers », dont certains sont encore sur la liste d’attente. Ils sont au total 3.000 à avoir été recrutés au niveau national, pour cette deuxième phase d’enrôlement d’ASP, a-t-il noté.
Le gouverneur a salué la « grande innovation » consistant à lier formation militaire et renforcement de capacités, preuve selon lui que l’Etat a su « tirer des leçons » de ce qui s’est passé dans la phase 1. Une « chance », à ses yeux, pour la présente promotion.
Selon M. Amar, quatre à cinq ans après le débat sur la pertinence et l’efficacité de l’ASP, qui avait accompagné sa création, il y a un « avis unanime » sur l’importance de leur rôle, la sécurité de proximité étant « devenue une des mamelles fondamentales de la sécurité publique ». D’où le lancement d’une deuxième phase.
Pour une entrée en matière, les nouveaux agents vêtus de tee-shirts frappés du logo de l’ASP, crânes rasés, excepté les filles, étaient soumis à une série de gymnastiques, sous le soleil ardent.
