Les ressources et dons mobilisés par l’Etat sénégalais durant les huit premiers mois de l’année 2017 ont connu une légère hausse de 2,5% , en glissement annuel, au mois d’août 2017, selon les données de la Direction de la prévision et des études économiques (DPEE).
Ces ressources, évalués à 1419 milliards FCFA, sont composées de recettes budgétaires, hors fonds de soutien au secteur de l’énergie (FSE) à hauteur de 1299,7 milliards FCFA, de ressources du FSE pour 20,3 milliards FCFA et de dons pour 99 milliards FCFA.
« Elles ont globalement enregistré une hausse de 34,6 milliards FCFA, en liaison, principalement, avec les recettes budgétaires (plus 60,1 milliards) », souligne la DPEE. Leur évolution a été, toutefois, atténuée par le repli des dons (moins 18 milliards) et des ressources du FSE (moins 7,5 milliards). La baisse des dons est principalement portée par les dons en capital qui ont enregistré une baisse de 16 milliards FCFA comparativement à la même période de l’année 2016.
Concernant la hausse des recettes budgétaires de 4,8%, la DPEE note qu’elle est essentiellement soutenue par un bon niveau de recouvrement des recettes fiscales (plus 48,5 milliards) et, dans une moindre mesure, des recettes non fiscales (plus 11,5 milliards).
La progression des recettes fiscales traduit un bon niveau de mobilisation des droits de porte (160,9 milliards), des revenus de la TVA à l’import (238,7 milliards), des impôts sur les sociétés (177,4 milliards) et de la TVA intérieure (173,5 milliards), qui ont enregistré des hausses respectives de 19,9%, 16%, 12,2% et 6,2%.
Cette performance notée dans le recouvrement des recettes fiscales a été, fortement, atténuée par le repli de 67,9 milliards des recouvrements au titre du fonds de sécurisation à l’importation des produits pétroliers (FSIPP), qui sont passés de 82,8 milliards FCFA en cumul à fin août 2016 à 15 milliards FCFA à fin août 2017.
Hors FSIPP, avance encore la DPEE, les recettes budgétaires auraient enregistré une hausse de 11,1%. Concernant les recettes non fiscales, elles ont enregistré une progression de 18,1% en liaison avec les performances notées dans le recouvrement des revenus du domaine (plus 6,1 milliards) et des autres recettes non fiscales (plus 4,1 milliards).
